He said digital soil health cards would be distributed to farmers across the 774 local government areas using mobile technology.
He said about 1,500 kilometres of rural roads have been completed under the project.
Mr Abdullahi described the VCN as a strategic response to poverty, unemployment and food insecurity in northern Nigeria.
Mr Abdullahi said the project represented another important milestone in the long-standing cooperation between Nigeria and the EU.
Mr Abdullahi said the government had intensified efforts to meet the demand by boosting local production.
Mr Abdullahi said partnership, cooperation and policy alignment were critical to national development.
He emphasised the importance of timely government intervention.
For the 2026 fiscal year, Mr Abdullahi said the agricultural sector is projected to receive about N1 trillion in total allocation.
He said that the ministry is working with several international partners to secure funding.
The minister stressed the need to prioritise climate-smart agriculture, which he said would sustainably increase yields.
