He was arraigned for allegations bordering on defamatory publications against the interim administrator of PAP, Barry Ndiomu.
It said that the ceremonial flag-off of the training was held in Lagos on Monday.
Mr Ndiomu noted that the beneficiaries would be provided with technical support on their business ideas, and would also get access to grants.
Mr Ndiomu solicited the partnership of the authority for some of its programmes, especially the Deep Sea Diving School in Rivers State.
