Mr Yakubu said that INEC was committed to credible elections in the states.
The INEC boss said that such massive deployment required a secured environment, which he said was beyond the commission’s immediate responsibility.
He said this was only for registered voters in the three states who could not collect their PVCs before the suspension of the exercise on February 5.
Mr Yakubu explained that the four by-elections would be conducted to fill the vacant seats by two senators and two members of the House of Representatives.
The INEC chairman announced that the commission had received 216 case files related to the 2023 general elections.
The CSOs said the polls was marred by poor organisation, logistical and operational failure, lack of transparency, disruption of voting, and violence.
The collection will last till January 22, 2023, between 9:00 a.m. to 3:00 p.m., including Saturdays and Sundays.
The redeployed RECs according to Mr Okoye were Dr Cyril Omorogbe from Cross River to Akwa-Ibom; and Dr Alalibo Sinikiem from Edo to Rivers.
“The necessity to urgently deploy more voter enrolment machines to ease the congestion at the registration centres was identified as a priority.”
The electoral commission says the redeployments were part of its routine administrative postings.
