A player receiving two blue cards during a match, or a combination of yellow and blue, will be shown a red card.
Russian teams were banned by UEFA and the world governing body FIFA after the start of Russia’s invasion of Ukraine. Belarus is an ally of Russia.
Mr Ceferin, at UEFA Congress on Wednesday in Vienna, said “the tradition of sporting neutrality is no longer tenable in 2022 in the situation of war.”
In a statement released to the PA news agency, UEFA said it had terminated contracts of the members of staff with immediate effect.
