Mr Garo, however, called on individuals and organisations to plant plenty of trees and flowers to help save the environment.
FRIN director-general Zacharia Buba-Yaduma said plastic pollution had become a major environmental problem requiring immediate attention and action.
The state Commissioner for Environment, Kabiru Getso, made this known on Sunday at a press conference to commemorate the World Environment Day in Kano.
Both FG and EU said the exercise was to educate Abuja residents on the dangers of not keeping the environment clean.
World Environment Day is always celebrated on June 5.
