BPP, ELRA partner to strengthen procurement transparency

The Bureau of Public Procurement (BPP) and the Equipment Leasing Registration Authority (ELRA) have pledged to strengthen collaboration to enhance compliance, accountability and transparency in Nigeria’s procurement processes.
This is contained in a statement by the director-general of the BPP, Adebowale Adedokun, on Friday in Abuja.
Mr Adedokun, who spoke while receiving the registrar/chief executive officer, ELRA, Donald Wokoma, said the bureau, as the fulcrum of government machinery, remained central to the development of social amenities through effective regulation of public procurement.
He said the bureau was an enabler of government policies, adding that every agency must collaborate with it to deliver national development objectives.
According to Mr Adedokun, partnership with ELRA will provide clear guidelines for enforcement, enhance strategic communication of its objectives, and boost public sensitisation on the benefits of leasing in procurement.
The BPP helmsman also called for capacity building and training of workers to promote efficiency.
Responding, Mr Wokoma commended the role of the bureau in strengthening transparency and nation-building.
He said collaboration with the bureau was key to ensuring full implementation of the ministry of finance circular on leasing, which mandates ministries, departments and agencies (MDAs) to adopt leasing in procurement processes.
He said ELRA’s mandate under the Equipment Leasing Act 2025 is to regulate, promote, monitor and develop the leasing industry.
The partnering, he said, would enhance credibility, strengthen compliance and support government revenue mobilisation.
The agencies reaffirmed their commitment to working together to implement the circular, enforce legal compliance and entrench accountability in Nigeria’s procurement system.
