Kaduna, Gates Foundation sign mutual accountability framework

The Kaduna government and the Gates Foundation have signed the Kaduna Mutual Accountability Framework to enhance collaboration, promote accountability, and foster sustainable development.

The signing, held on the sidelines of the United Nations General Assembly in New York on Tuesday, reflects a shared commitment to advancing sustainable development in Kaduna.

KaMAF’s priority areas include strengthening healthcare systems, agriculture, data management, realistic budgeting, and economic empowerment.

Governor Uba Sani described the framework as a crucial step towards the state’s long-term development vision.

“The KaMAF represents a bold shift from promises to delivery. With accountability, transparency, and citizen priorities, Kaduna is building a more inclusive and resilient future. We are proud to partner with the Gates Foundation to drive measurable change that improves lives across Kaduna State,” Mr Sani said.

Uche Amaonwu, Gates Foundation country director for Nigeria, reaffirmed the foundation’s commitment to Kaduna through sustained investments and technical assistance.

“Our work in Kaduna reflects a shared vision for inclusive, accountable, and data-driven development. We are not just investing in systems, but in people, communities, and the institutions supporting lasting change. The foundation stands ready to strengthen primary health care, expand economic opportunities, and ensure every naira spent delivers real impact,” Mr Amaonwu said.

The framework aligns the development priorities of both partners for greater impact. It builds on the Kaduna International Development Cooperation Framework (2017–2020), introducing new mechanisms for strategic dialogue, measurable commitments, and citizen-focused monitoring.

KaMAF will guide collaboration over an initial two-year period (2025–2026), with regular strategic dialogues and a joint steering committee to track progress and ensure sustainability.

By aligning resources, reinforcing accountability, and centring citizens, Kaduna and the Gates Foundation aim to set a model for transformative state-donor partnerships in Nigeria and beyond.
