BPP deploys 97 officers to boost procurement transparency

The Bureau of Public Procurement (BPP) has deployed 97 procurement officers on grade levels 15 to 17 in ministries, departments and agencies to the Office of the Head of Civil Service of the Federation.
This is according to a statement by the Head, Press and Public Relations, BPP, Zira Nagga, in Abuja on Wednesday.
Mr Nagga said that the deployment was in line with the directive of President Bola Tinubu in a May 13, 2025 circular directing the reversion of mobility of procurement to BPP.
“This deployment follows a directive from the Secretary to the Government of the Federation (SGF) dated December 9, 2025.
“It pertains to the implementation of the Presidential Directive, which reverted the mobility and career management of procurement officers to the BPP,” he said.
He said that the Director-General, BPP, Adebowale Adedokun, issued a circular on March 23, titled, “Deployment of Procurement Officers on Salary Grade Levels (SGLs) 15-17 in the Federal Civil Service”.
“According to the circular, the bureau has developed an artificial intelligence (AI)-driven web-based application called the National Procurement Officers Management System (NAPOMS).
“The NAPOMS will henceforth be deployed to manage the posting of officers in the ministries, departments and agencies (MDAs).
“The use of the NAPOMS is based on an intelligent algorithm that determines the most appropriate posting for a procurement officer based on several parameters, including historical data,” he said.
Mr Nagga said that Mr Adedokun conveyed approval for the deployment of the 97 procurement officers.
He said that the officer’s details, which included surname, first name, middle name, salary grade level, present MDA and approved MDA, were listed in extenso in the 10-page circular.
He said the circular further stated that affected officers were to download the full posting instructions from their registered emails on the NAPOMS.
“The officers are to ensure full compliance with the instructions, including uploading the Assumption of Due Certificate and other relevant documents,” he said.
The BPP spokesman said the circular also directed that deployed officers must be accepted and documented by the respective MDAs, as rejection of officers would not be condoned.
He said that handover and takeover processes must be concluded on or before Tuesday, March 31.
“Failure to comply with these posting instructions shall be treated as misconduct, which shall attract appropriate sanctions in line with Public Service Rule (PSR) section 100301(b).
“The bureau will conduct a compulsory orientation workshop for affected officers as part of enhancing their capacity on effective procurement processes.
“However, BPP will be conducting a physical monitoring exercise to ensure full compliance and adherence to the posting directives,” he said.
He said that the date for the workshop would be communicated in due course.
