$2 Billion by 2031: Oilserv, Gabon partner on hydrocarbon development, gas infrastructure

Oilserv Limited has signed an MOU with Gabon to establish a framework for developing and commercialising hydrocarbon reserves in DEF-3 and D4-5 blocks.

Oilserv Limited has signed a memorandum of understanding with the Gabonese government to establish a framework for developing and commercialising hydrocarbon reserves in Gabon’s DEF-3 and D4-5 blocks. The partnership is expected to support Gabon’s growing energy ambitions and help develop a market projected to reach $2.12 billion by 2031.

At the signing ceremony, Gabon’s petroleum minister, Clotaire Kondja, described the partnership as an opportunity to strengthen cooperation and unlock greater business opportunities across Africa.

Mr Kondja, ‌‌ in a statement on Thursday, highlighted the importance of building stronger regional partnerships capable of converting Africa’s natural resources into sustainable economic value.

Mr Kondja, however, called for more flexible and business-friendly policies across the continent to address critical challenges, including skills gaps and capital flight. According to him, creating an environment that encourages investment, retains capital and develops local capabilities will be essential to accelerating infrastructure development and strengthening Africa’s economies.

Oilserv’s CEO, Emeka Okwuosa, said the partnership represented the group’s expansion into a new market. He said that it positioned the oil company at the intersection of resource development, energy infrastructure, gas monetisation and national energy security, key areas that will shape Africa’s industrial and economic transformation.

“With decades of proven experience in delivering complex energy infrastructure, Oilserv brings to the partnership its integrated capabilities, technical expertise and deep understanding of Africa’s energy landscape,” Mr Okwuosa said.

He said the engagement demonstrated the group’s evolution beyond conventional project delivery toward creating integrated energy solutions capable of unlocking value across the hydrocarbon value chain.

Mr Okwuosa said that as African countries increasingly sought to leverage their natural resources to drive industrialisation, improve access to reliable energy and economic resilience, strategic partnerships such as the Gabon engagement became increasingly important.

He said that Oilserv is positioned to support this transformation by connecting Africa’s energy resources to the infrastructure, industries and markets required to create lasting economic value.
