The Department of Climate Change at the Federal Ministry of Environment and the Society for Planet and Prosperity will unveil the third climate governance ranking on October 8. The Subnational Climate Governance Performance Rating and Ranking (SCGPR 3.0) will launch in Abuja.

According to a statement signed by policy analyst Timothy Ogenyi on Thursday, representatives of the 36 states are expected to attend. It said participants would include commissioners for environment, directors of climate change and climate desk officers from the states.

“Participants are expected to include commissioners for environment, directors of climate change and climate desk officers from the states. Representatives of federal ministries and agencies, development partners, climate finance institutions, private sector organisations, civil society groups and climate governance experts are also expected,” it said.

The statement said the SCGPR, now in its third edition, tracks how states are developing institutions, policies and systems to respond to climate change. It said SPP and DCC launched the ranking in 2024 to provide a common framework for assessing climate governance across Nigeria’s 36 states.

According to it, the framework is also designed to identify gaps and promote accountability, learning and continuous improvement among state governments.

It said the latest edition would introduce a strengthened assessment framework, with greater emphasis on implementing climate projects.

The statement said the first edition established the foundation for the assessment, while the second expanded comparative analysis across states, geopolitical zones and assessment periods. It said the report would enable state governments to assess their progress and identify gaps against a common national climate governance framework.

The statement said the October 8 launch was expected to provide an updated picture of climate governance across Nigeria’s states. It added that the unveiling would also stimulate discussions on strengthening institutions, improving project implementation and translating climate commitments into practical action.
