This comes amid resurgence of Boko Haram attacks.
The speaker said that the increase was based on recommendations during budget defence sessions involving ministries, departments and agencies.
Mr Zulum signed the budget shortly after the State House of Assembly speaker, Abdulkarim Lawan, presented the revised bill to him in Maiduguri.
The speaker stated that the Borno State House of Assembly extended its sympathy to the flood victims.
He also expressed optimism that the budget would impact positively on the lives of the people.
The house jerked up the budget from the initial N340.6 billion presented by the governor to N358.7 billion.
Mr Zulum defeated the other 11 contestants in the race.
The budget tagged “Budget of Continuity for Sustainability,” is N34 billion lower than N267.9 billion for 2022.
Mr Zulum, who dissolved his cabinet in May on June 14, sent the list of 20 nominees, including 17 former commissioners, to the legislature.
