She said the injured expatriate and officer were receiving treatment at the Federal Medical Centre (FMC) Abakaliki.
The police spokesperson said efforts were underway to apprehend other fleeing gang members, especially the leader known as Ebuka.
He said the police patrol team arrested the man with the name of a sergeant major (other names withheld), in full military uniform, allegedly used for impersonation.
She said the DVC was kidnapped in the presence of his wife while purchasing fuel at a petrol station.
“However, the officers defaulted, and their orderly room trial commences today. If found guilty, they will be disciplined accordingly,” said the Abia police command.
He was being accused of having unlawful carnal knowledge of the boy (sodomy).
The police chief said that the list included 58 males and two females.
He said during the period, several suspects were arrested and various exhibits were recovered.
The victims were said to be travelling to Enugu on Saturday for a burial, when they were attacked by the unidentified hoodlums.
