According to him, the lack of strict control had enabled drivers to clone plate numbers.
Mr Lawal said he had visited all police facilities and formations in and around the Akoko Area of the state.
The police said the complainant alleged that the suspect had been having unlawful carnal knowledge of his daughter since she was three years old.
The commissioner of police explained that the sanction followed complaints received from members of the public during the period.
Mr Akesinro was reportedly whisked away on Thursday night from his residence in Upenme, Owo Local Government Area of the state.
The police urged residents with information on the incident to come forward.
He said all arrested suspects are cooperating with ongoing investigations.
The new CP, while speaking during the exchange of batons, appreciated IGP Kayode Egbetokun for considering him worthy of the position.
He said after the exercise, the next move would be enforcement by the police and other agencies.
