The Lebanese business magnate was abducted on Friday.
Mr Hundeyin said the woman was arrested by police officers from Oke-odo Division.
He does not know her phone number or address in Nigeria, neither does he know any phone number in Uganda.
Lagos command spokesperson Benjamin Hundeyin stated that the attack happened after the days of enforcement of the Okada ban in the state by the police.
The PPRO said that the suspects were currently in the custody of the police.
Mr Hundeyin said the command began investigating the suspect’s fraudulent activities after some court officials discovered them.

Lagos police spokesman Benjamin Hundeyin confirmed the arrest, saying Portable purchased a G-Wagon valued at N27 million but only paid N13 million.
