The lawmaker said that in terms of infrastructure, Benue was behind its contemporaries.
He urged the governor to establish more of such so as to reduce unemployment as well as the dependency ratio.
The governor said the intention of the government was to stay within the limits of its recurring revenue.
The bill has been sent to the governor for his assent.
