Mr Soludo made the assertions while evaluating the policies of the Central Bank of Nigeria.
Mr Emefiele is expected to remain in Kuje Correctional Centre pending when he meets the bail conditions.
The MPC meeting, which is the 293rd in the series, was earlier scheduled for September but postponed indefinitely.
The court ordered that the suspended governor of the Central Bank of Nigeria, Godwin Emefiele, be remanded in Kuje prison until November 22.
