Mr Peskov claimed that Ukraine has not responded to a draft document that includes a proposal to set up three working groups.
Mr Zelensky proposed a meeting to take place later this week, with no finalised date yet.
“We are conducting direct negotiations with representatives of the Kiev regime,” Mr Peskov told reporters.
