Dotun Oyelade, the commissioner for information and civic orientation, announced the re-appointment in a statement on Tuesday.
He said the move was to bridge the gap in the workforce at the local government level.
Oyo govt said Mr Owoade was chosen after extensive consultations and traditional divinations.
Mr Oyelade said the development was a clear break from the norm.
The Oyo State Government said that it was not involved in the planning of the event.
