Ms Agomoh warned that starving inmates posed a danger.
Ms Agomoh said that the investigation was to prevent recurrence and improve correctional administration and services in Nigeria.
Ms Agomoh said the number of awaiting trial persons far exceeds the number of convicted inmates.
Mrs Agomoh said the project focused on the core issues of rehabilitation.
He also stressed the importance of collaboration, coordination and partnership between security agencies.
“This has become very problematic. Therefore, we must be concerned about what happens to them while they are there.”
