Mr Oluokun was arraigned on March 16 and pleaded guilty to the charge.
The judge said the convict failed to fully accept responsibility for his criminal conduct.
Security personnel were seen around the INEC headquarters in Anambra and its surroundings, with vehicular movement being diverted to the local pathways.
According to the anti-graft agency, both defendants pleaded “guilty” to the charge.
