Mr Mnangagwa assumed office as Zimbabwe’s third president after former President Robert Mugabe was ousted in a coup in 2017.
The United States and its Western allies imposed sanctions on Zimbabwe more than two decades ago.
Zimbabwe, with a population of over 16 million, cannot access offshore credit lines due to its default on previous loans.
Preliminary assessments show that Zimbabwe requires more than $2 billion to feed millions facing hunger.
Mr Mnangagwa said Zimbabwe had shown it is a “democracy with maturity.”
“The secretary-general calls on political actors to peacefully settle any disputes through established legal and institutional channels.”
Companies being investigated for alleged financial misdemeanours would still not be allowed to borrow.
