Eighteen delegates are to be elected across the 18 local government areas in the state, with one delegate each.
He said that the cancellation would not affect the Feb. 22 PDP governorship primaries.
He said the erosion had cut off Etsako West Local Government from Etsako Central and East Local Government Areas, which are part of the constituency.
“So I urge you to come out en mass on September 2, to vote for this candidate,” Mr Obaseki said.
Mr Oshiomhole said the money was for people whose farms and property were destroyed in the floods in the three local government areas.
