Mr Ganiyu said two erring truck drivers were arrested at Tollgate, along the Lagos-Abeokuta expressway, for overloading their vehicles.
The accident happened around 5:45 a.m. on Wednesday.
The tanker was conveying petrol to Abuja when it started leaking while in motion.
The mob had mounted blockades on highways in Birnin Kebbi, the state capital, to protest alleged arbitrary arrest and confiscation of their motorcycles by the FRSC.
“The truck driver rammed into the stationary bus and killed the driver of the bus who was under the bus trying to rectify some faults discovered from the vehicle.”
“Probable causes of the crash were road obstruction and excessive speed,” said FRSC.
Mr Lawal who assumed duty on Friday, replaced Hafiz Mohammed, who moved to FRSC Headquarters as Acting Principal Staff Officer to the Corps Marshal.
According to him, the injured were taken to Idera Hospital Sagamu and Federal Medical Centre, Abeokuta.
The agency noted that 1,263 road traffic crashes were recorded between weeks one to 48 of 2021 as against 1,509 crashes in 2019.
According to the FRSC, motorists who do not show remorse may be subjected to a psychiatric test.
