The FEMD DG said the assessment revealed that residents had built houses on waterways and floodplains while drainages were blocked in Jahi and Gishiri.
Ms Wenegieme explained that the culvert was on the access road that linked Lokogoma village, popularly known as the Dogon Gada community, to Ring Road II.
FEMA says it is strengthening emergency response in the six area councils of the territory.
“This is in accordance with the global strategy for disaster risk reduction.’’
She advised residents against behaviours and practices that could cause fire and other forms of disasters.
The roads are Galadimawa interchange, Dogon Gada, Dogon Ruwa, Apo-Dutse, and Gada Biyu.
Mr Sabo said that N99.3 million worth of property had been saved in fire outbreaks within the period under review.
“But while we do our part, we are appealing to the residents to cooperate with us and heed our advice and warnings to keep them safe.”
The rider was said to have defied roadside warnings by local divers stationed in the area by FEMA, drove into a pool of water and drowned.
She added that sensitising community members was critical to ensuring that no one was left behind during emergencies.
