He added “Should I fail to honour this oath, may I be subjected to the rigours of the law.”
Mr Kagame has been president of the country since 2000 but has, in practice, been leading Rwanda since 1994.
A victory for Mr Kagame would see him lead Rwanda for another seven years, bringing his stay in power to over three decades.
“I would consider running for another 20 years,’’ Mr Kagame stated.
The campaign started Saturday in Rwanda ahead of the July 15 presidential and legislative elections, with about 9.5 million Rwandans eligible to vote.
