Mr Otu announced that Mr Ukachukwu polled 1,455 votes to beat his closest rival, Valentine Ozigbo, who scored 67 votes.
The tournament, sponsored by Enoh, the immediate past Minister of Sports Development, drew top players across Nigeria.
Mr Otu said that with the initiative, the state government was poised to revolutionise the agricultural sector in direct collaboration with farmers.
Governor Bassey Otu of Cross River, the APC supplementary primary election chairman, declared Mr Okpebholo the election winner on Friday.
Mr Otu commended the initiative and said it would help alleviate poverty among the vulnerable.
