Mr Tinubu emerged winner of the exercise in Rivers, polling a total of 280,082 votes.
Mr Fubara also identified some challenges frustrating the smooth delivery of healthcare services in the state and promised to tackle them.
The governor said the permanent secretaries were chosen not because they were lucky but because they were competent in their various ministries.
“The essence of our commitment to education development is reflected in our 2024 budget, which received the third highest allocation,” Mr Fubara said.
