The U.S. government has offered humanitarian assistance to victims of the devastating flooding, which recently occurred in Maiduguri and elsewhere.
EU noted that the fund was meant to assist the more than 4.4 million people who are estimated to be affected by floods in the countries.
The international community has long stood against starvation of civilians as a tactic of warfare.
Mr Pedersen told reporters that he had repeated his demand to the United Nations Security Council that the sanctions imposed on Syria should not affect humanitarian assistance.
