The legislation, read and passed through first, second and third readings in a single sitting, received overwhelming support from lawmakers.
Mr Aliero said that APC had shown signs of transformation, especially under its renewed hope agenda.
The lawmaker said the bill aimed to enfranchise INEC officials, security personnel, journalists, and observers denied the opportunity to vote on election day.
Following the adjustments, the capital allocation was put at N23.439 trillion, while the recurrent expenditure increased to N13.588 trillion.
According to him, the current hardships being experienced in the country is a global problem.
“This is with a view to ensuring that they (youths) remain here and contribute to national development,” he added.
“And we believe that empowering local government areas holds the key to unlocking a brighter future for all Nigerians,” he said.
“On our part, we are working tirelessly to come up with legislation to support the executive to address the challenges facing the country.”

Mr Barau said the appointees were selected based on their track records in their respective professions.
