Mr Utsev, in a statement on Wednesday, described the sector as critical to public health, economic growth, climate resilience and regional integration across Africa.
Mr Utsev conducted the inspection as part of a nationwide tour of dams, irrigation, water supply and sanitation projects.
Nigeria and Hungary have signed a memorandum of understanding to enhance academic and technical cooperation in water management.
Mr Utsev said the partnership was crucial for effective flood control and management.
Mr Utsev stressed the need for proper coordination and thorough documentation to ensure seamless collaboration between the two countries.
Governor Abba Yusuf expressed optimism that the remaining councils would soon attain similar status through sustained efforts and advocacy.
Mr Utsev explained that the achievements were part of efforts to achieve Sustainable Development Goal 6.
He added that over 1,300 young people have been trained in technical fields such as pump installation and drilling technology.
The project, valued at $500 million and supported by the World Bank, aims to deliver large-scale multi-purpose infrastructure for irrigation and hydropower generation.
