Mr Gambari called for stronger institutions to defend rights, resolve conflicts and encourage constructive dissent.
He said that efforts were being made to ensure the arrest of the other fleeing suspect.
He encouraged residents of Katsina State to remain united and resilient in the face of attacks.
The police spokesperson regretted that the assailants fatally shot one of the victims during the attack.
