The reporters, five of whom worked for the Al Jazeera media network, were killed in a targeted Israeli strike in Gaza City on Sunday.
“This cannot happen soon enough,” she said, speaking on behalf of the UN secretary-general António Guterres on Monday.
Some 110,000 people have left Rafah in the south of the Gaza Strip since the Israeli army started advancing on the city.
“Until now, the Israeli government has not taken a position on opening the Rafah crossing from the Gaza side to allow the entry and exit of citizens of third countries,” said Mr Shoukry.
