Mr Yusuf described the assembly as stable, focused, productive and people-oriented.
Following extensive deliberations, the lawmakers referred both bills to the relevant committees for further legislative action.
This followed a request by Governor Ahmed Ododo.
Mr Ododo disclosed that the proposal also included a surplus capital development fund of N102.5 billion.

On Wednesday, the Kogi House of Assembly passed the 2024 N258.2 billion Appropriation Bill into law.
He urged the stakeholders to bring in their wealth of experience in actualising the 2024 budget as it would benefit the entire state.
“You must ensure peace and unity in the course of your legislative duties despite the fact that not all of you are from the same political party.
“In this regard, Dangote has an obligation to respect and also give effect to the resolution of the Kogi State House of Assembly to avoid any act of lawlessness.”
