The diplomat assured the refugees of their safe, dignified and voluntary return from Minawao Refugee Camps to Nigeria.
He said that some of the beneficiaries were in local tertiary institutions while others were in foreign schools.
Mrs Zulum said the exercise equipped them with the skills to become self-reliant and contribute to the state’s economic development.
The governor said that about 50,000 pupils benefited from the state’s school feeding programme annually.
“Arbitrary fee hikes undermine this balance and place unnecessary burdens on families,” Mr Abiso said.
The commissioner warned that schools violating the regulations would face penalties, including potential suspension of operating licences.
Mr Zulum also tasked the committee to identify and document the grazing reserves and their current status in Borno.
The commissioner pointed out that 7,975 teachers were qualified but required further training, adding that 3,815 others were unqualified and could not be trained.
