A legal practitioner, Kalu Chukwuemeka, said appointing new justices would help ensure the timely dispensation of justice.
While adopting his final written address dated and filed on May 1, Mr Daudu, who appeared for Mr Ododo, urged the tribunal to dismiss the entire petition.
The judge further held that assuming without conceding that the plaintiffs had locus standi, he wondered if instituting the action was the right course of action.
“Our colleagues that go to the police formations always come back to lament that, oftentimes, money is paid to secure bail of suspects,” said NBA.
“I expect the judiciary to go all out to launder its battered image through enhanced service delivery,” Mr Opara said.
Top security officials could not locate the judges, prompting speculation that the proceedings might be held virtually.

There are currently 37 criminal charges against the 77-year-old presidential aspirant in this case.
