Mr Naryshkin said Ukraine must renounce its ambitions to join NATO and give up territories annexed by Moscow if the Ukraine war was to end.
Mr Putin added that Ukraine should withdraw its army from the parts of these regions that it still controls.
It is not yet known whether and how many dead soldiers Russia has received from Ukraine.
“The European Union strongly condemns the illegal holding of so-called ‘elections’ in the territories of Ukraine that Russia has temporarily occupied.”
Russians are due to head to the polls for a presidential election that will conclude on Sunday, with Putin seeking a further six-year term.
