Mr Yakubu urged media organisations yet to register for the election coverage to do so before the deadline.
INEC chairman Mahmood Yakubu says the national electoral body can cope with conducting local government elections.
The INEC chairman said the electoral umpire would inform the public on the reform when the report is ready.
He said the commission identified effective and efficient electoral training as the key to unlocking professionalism among election personnel.
The flood disaster destroyed some voter enrollment machines already configured for the Continuous Voter Registration exercise.
He also advised state governors to allow the SIECs some level of independence to enable them conduct credible polls.
“Let me reiterate that the CVR is only open to new registrants and those who seek to transfer their registration.”
According to him, the commission is committed to ensuring that inmates are given the right to vote.
“I’m constrained to inform you that the Labour Party has exhibited little or no preparedness for the said ward congresses.’’
The elections will take place in six constituencies covering seven local government areas.
