The bandits on Tuesday morning attacked the Gulu General Hospital and killed and abducted an unspecified number of people, including medical personnel.
The governor was on his way back from a condolence visit to the Emir of Zazzau when he got caught up in a gridlock.
Governor Abubakar Sani Bello of Niger was evacuated by a helicopter when his convoy was stuck in a gridlock on the Abuja-Kaduna highway on Sunday.
Mr Bello, who once proposed a soft-landing arrangement for bandits, made this call in a statement on Friday.
“The situation has reached crisis level. In fact, it’s a war situation that we have to confront without further delay,” the governor said.
Last December, the state’s House of Assembly had accused the ministry of works of gross misconduct for incurring expenditure above its 2020 appropriation.
Governor Sani-Bello described the death of the emir as a colossal loss to the state in general and the Kagara emirate.
