Mr Habib said 660,884 households were selected and verified to benefit from the intervention nationwide.
The Ondo State Emergency Management Agency secretary, Femi Obideyi, said the state was prepared for the coming dry season.
The monarch urged wealthy individuals to be generous by helping the needy.
Materials distributed at the event are food items, water pumps, mattresses, and agricultural materials, among others.
Items distributed includes maize, rice, millet, guinea corn, noodles, beans, tomato paste, seasoning cubes, vegetable oil, cement, nails, roofing sheets and ceiling boards.
The 2022 flood in Taraba destroyed farms and households in 12 local government areas and killed 14 people, rendering over 300,000 people homeless.
The returnees were made up of 83 male adults, 49 female adults, six male and seven female children, with 13 infants.
“My trafficker took nine of us out of Akungba. At present I am the only one returning due to my health.”
