INEC on Tuesday faulted the recall process of Mrs Akpoti-Uduaghan, pointing out that the petitioners failed to provide their contact details.
The commission said the figures do not include the 8,847 applications for transfer into Edo and the 3,132 into Ondo from other states of the federation.
Mr Olumekun said that the decision was taken by the commission at its Tuesday regular meeting.
Such a person is liable to arrest and prosecution.
The redeployed RECs according to Mr Okoye were Dr Cyril Omorogbe from Cross River to Akwa-Ibom; and Dr Alalibo Sinikiem from Edo to Rivers.
Mr Okoye assured Ekiti voters of free, fair and credible election, and said 734,746 potential voters had collected Permanent Voter Cards as at May 27.
The electoral commission says the redeployments were part of its routine administrative postings.
The age distribution showed that 1,877,552 were youths, 686,583 were middle aged, 284,389 were elderly, while 39,454 were old people.
