The 2022 flooding displaced over two million and caused the death of 665, damaged about 355,986 houses and destroyed and estimated 944,989 hectares of farmland.
The speaker, Abok Ayuba, who presided over the Tuesday plenary, was elected speaker by his colleagues in June 2019 but was impeached on October 28, 2021, by the assembly members.
Mr Bassey, in his lead debate, said the bill sought to provide for the establishment of the EndSARS Victims Compensation Fund.
“However, it is our candid belief that the items will help alleviate the burden currently being faced by our people,” he said.
“The returnees are from different parts of Nigeria, particularly Katsina, Kano, Adamawa, Lagos, Enugu and Edo states, among others.
Ms Sai’du said the sensitisation was for people in flood-prone communities to brainstorm and develop measures to prevent and reduce losses and the negative impact of the flood.
He added that about 13 electric poles were affected in the areas.
Mustapha Ahmed, the Director-General of the agency, explained that the food items are meant to cater for the Nigerian citizens who are awaiting evacuation.
The forecast by relevant agencies had named Ekiti among the states expected to experience flooding based on increased volume of rainfall.
