The NOA director-general, Lanre Issa-Onilu gave the assurance in a statement issued by the agency on Tuesday.
“Research has shown that the fear of insecurity is worse than insecurity itself,” he said.
INEC said the warning was because the ban on election campaigns had not been lifted.
The minister said NOA would distribute thousands of hand-held outdoor flags nationwide at viewing centres.
The experts said the government must take over ungoverned spaces, which have become a haven for non-state actors.
The NOA chief said the selected company would complement the agency’s effort to engage with the citizens on government programmes.
NOA has decried the action of police officers caught extorting money from a Dutch tourist, describing them as unpatriotic.
He urged President Bola Tinubu to ensure adequate funding for the ministry in line with his administration’s Renewed Hope Agenda.
He said placing the interests of Nigeria above personal, ethnic, religious, or regional affiliations was paramount to achieving a stronger and more united nation.
Mr Issa-Onilu said the campaign would also spell out the duties and responsibilities of the political office holders to their followers.
