Mr Maigatari said the operatives detained the suspect and recovered parcels of marijuana from him.
Mr Babafemi said they were concealed in two sacks of charcoal and seven cartons of rubber solution, weighing 198 kg.
Operatives arrested 25 youths participating in the competition.
“Therefore, the officers and men of the NDLEA must remain impervious to these temptations,” the NDLEA chairman added.
He alleged that the suspects were notorious for extorting unsuspecting civilians, especially the youths in Owerri, using Point of Sale (PoS) machines.
He said innocent Nigerians had been either injured or lost their lives due to stray bullets fired by law enforcement officers in the country.
NDLEA spokesman Femi Babafemi said in a statement on Sunday operatives also busted a skucchies factory in Ogun and arrested four suspects.
The NDLEA said the training was to scale up its preparedness to intensify the war against illicit drug trafficking.
The NDLEA in the state says it secured convictions for 35 out of the 353 drug suspects arrested in the last five months.
The agency said it was dangerous for its operatives to arrest and jail drug criminals and live amongst them.
