According to him, borstal institutions provide protective custody and rehabilitation for children in conflict.

The controller said he wrote to the appropriate authorities.
The panel examined the gaps in alternatives to imprisonment such as fines, compensation, community service, probation and parole.
Mr Umar stated, “Seven of the fleeing inmates have so far been recaptured and returned to custody.’’
The seven escaped after the old perimeter wall of the facility collapsed due to a heavy rainfall around 2:00 a.m., on Tuesday.
The government cited the story of a prison inmate who previously had no WAEC certificate but went on to earn a bachelor’s degree, completed a master’s programme, and is now seeking a PhD.
“When this government came in, they looked into the issue of inmate feeding and increased the allocation by 50 per cent,” said the NCoS.
Ms Agomoh said that the investigation was to prevent recurrence and improve correctional administration and services in Nigeria.
The acting controller-general of NCoS, Sylvester Nwakuche, said this when he visited the Minister of Livestock Development, Idi Maiha.
