Mr Abutu urged the public to be law-abiding.
Mr Ogunda said the initiative was driven by the need to review past disasters.
He urged interested operators to visit its Abuja office with their applications to secure the licenses.
The police unit is currently headed by Assistant Commissioner of Police Oladimeji Adeyeyiwa.
The commission said all applications must be submitted online via www.npfapplication.psc.gov.ng.
“This is not merely an anniversary. It’s a tribute to the women who stepped forward when society led them to step back,” said the IGP.
He said that as long as there remained a market for stolen iron, the menace of vandalism would persist nationwide.
“Everywhere he served, he left more than just a line on a resume. He left memories, he left reforms and he inspired several young officers who served under him,” said Mr Egbetokun.
Mr Imam said that Nigeria’s democracy was hard-won and built on sacrifices by individuals who gave up their freedoms.
