Mr Olumide noted that the proposed cemetery was being considered to meet the pressing need for a burial ground within Surulere, which currently has none.
He assured that the residents were ready to cooperate fully with the state government.
He said that the goal was to create a more inclusive plan that would reflect the needs of the community.
Mr Olumide said such investors may also risk losing their property or investment to demolition.
He said property owners can apply for planning permits without paying the usual penalties during this period.
Thirteen specific zones, including Ipaja, Amikanle, Egbeda, and Igando, would be focus areas for specific planning policies.
