Mr Etta said during the ninth assembly, members witnessed many fire incidents in the state.
A statement by the Clerk of the Senate, said Monday in Abuja, that the plenary had been rescheduled from March 14 to March 21.
The lawmakers noted that Nigeria lacked the right infrastructure to effectively operate a cashless system.
Mr Lawan said the Senate would start its recess today (Wednesday) to enable senators to participate fully in the campaigns for their return or their political parties.
The appropriation bill was passed after the report by the House Committee on Appropriations was deliberated and adopted by at its Wednesday plenary.
The Speaker of the House, Femi Gbajabiamila, put the motion to vote three times and each time, members unanimously voted against the motion.
