The ruling All Progressives Congress (APC) is the only major political party participating in Saturday’s contest.
A voter said she came early despite the weather to use because she knew her vote would count.
According to INEC, 35 constituencies are affected by the court-ordered election re-run.
Saturday’s governorship election in Imo took off in some parts of the state on a shaky note, with low voter turnout and an absence of election officials and materials.
The INEC boss said that such massive deployment required a secured environment, which he said was beyond the commission’s immediate responsibility.
“All forms of loitering will not be allowed at the polling units,’’ Mr Dankwara said in the statement.
The witness said results from the polling units and those from the wards were at variance because of the manipulation that took place at the ward collation centres.
The party urged the judiciary not to budge under APC pressure but instead discharge its constitutional duties as an independent and impartial arbiter.
Mr Ologunagba said results uploaded on INEC Result Viewing Portal (IRev) already showed that Mr Fintiri won the election.
In spite of the high expectations of the elections, we have cause to be concerned about the conduct of elections in some polling stations.
