The programme is being implemented in four northern states of Adamawa, Benue, Borno and Yobe.
Mr Montgomery told journalists in Abuja that Nigeria and the UK signed a new agreement on enhanced trade and investment partnership.
Nigeria and the United Kingdom have expressed a willingness to strengthen their collaboration on migration.
“We can proudly say that we have turned Abuja into a construction site, which was not the case in the past eight years,” said Mr Wike.
“We are committed to helping Nigeria unlock new investment opportunities,” said the UK government.
