Mr Sule-Ugboma said the farm, sitting on 20 hectares of land, had lost a fortune to the flood disaster.
He, however, said the agency had already commenced sensitising the local emergency committee on what to do to mitigate the effect of flood.
The boat had been attempting to cross to Mashayan Dundeje village to collect firewood when the disaster struck.
“Among the dead are three ladies and two men, including the fisherman.
Nigerians are reluctant to accept the separation of powers and responsibility.
“But it is not the main reason we have floods in this country — 80 per cent of the floods in this country is water that we are blessed with from God from the sky,” he said.
In an interview on Monday, Deputy Governor Onyekachukwu Ibezim said the deaths, destruction of property, and livelihood were no longer tolerable.
Flood related disasters would only be minimised by strict adherence to warnings from relevant authorities, the agency boss warned.
Governor Yahaya Bello says the lower Rivers Niger and Benue dredging will provide over two million direct and indirect jobs to Nigerians upon completion.
Those onboard were said to be mostly women and children, although the actual number of passengers could not be immediately ascertained.
